The coolant has a lower boiling point than the oil. as stanly stated, the coolant is the cooling source for our turbos, it has a high flow rate to pull the heat out effectively. Our oil has a much slower flow rate (it goes through a small orifice) and purely provides lubrication to the bearing. If the oil were to boil it will cake onto the bearings and your turbo will fail catastrophically.
